Case Study: How Arlington Public Library Reduced Staff Burden and Increased Patron Satisfaction

About Arlington Public Library

A dynamic library needed an intelligent solution.

Arlington Public Library in Virginia serves a diverse, dynamic, and highly mobile community in the Washington, D.C. area. With so many people moving to and from the Washington Metropolitan Area on a regular basis, Arlington Public Library has a larger than average number of record changes. This led to inaccurate records, plus patrons had to come back into the library to verify their address once their cards expired.

In early 2025, Arlington made a change and implemented MessageBee Automated Borrower Renewal to modernize its renewal process, streamline operations, and improve the patron experience.

The Problem: Manual Renewals Were Inefficient and Created Patron Barriers

Patrons faced unnecessary burdens, and staff were being burdened with menial tasks.

Before beginning Automated Borrower Renewal, patrons had to come into the library in person to verify their addresses to renew their library card.

“In the past, we faced a lot of complaints from patrons who either called in or came in to say they didn’t like having to be in-person to verify their addresses.”
– Arlington’s IT Manager Connie Wu

This frustration was paired with inefficiency. In the wake of the COVID pandemic, many patrons had moved and not updated their information, leaving staff with manual tracking and reclassification work.

“During COVID we had a lot of patrons who moved, and having the verification service catch those for us has been really important because it saves us so much time on the back end.”
– Connie Wu

The old process created unnecessary barriers for patrons while diverting valuable staff time away from their core mission.

What Was Implemented

Automated Borrower Renewal removed patron barriers, and staff appreciated the change, too.

Arlington adopted MessageBee Automated Borrower Renewal with Address Verification in early 2025. The system runs nightly, detecting expiring accounts, verifying addresses, and automatically renewing memberships when appropriate. Arlington has a number of out-of-area residents that maintain a membership with the library, and this service takes that into account. As Automated Borrower Renewal ran, it updated records so that Residents and Non-Residents were classified correctly.

“Having this automatic renewal not only verify the address, renew a successful verification but also change the patron type for us to the correct category has been a real time saver for us.”
– Connie Wu

Instead of requiring in-person visits, the library could now seamlessly maintain accurate records and provide uninterrupted access for eligible patrons.

Results: Time Saved and Patron Benefits

The impact was immediate and measurable:

  • 12,294 successful renewals
  • 1,808 unrenewed patrons removed from database
  • 14,102 total interactions handled automatically
  • If each interaction saved 2 minutes, that equates to 470 hours of staff time saved over 6 months

But the numbers only tell part of the story. Patrons themselves noticed the difference.

“We’ve had some regular patrons who knew about the old renewal process write in to tell us how happy they are that they don’t have to come in to verify.”
– Connie Wu

The service also proved invisible to most, which was a positive outcome.

“The service has been seamless and we haven’t had any major issues since implementing.”
– Connie Wu

Among the staff, the benefits were just as meaningful.

“I think this has eased staff interactions with patrons.”
– Connie Wu

Balancing Open Access and Responsible Service-Area Control

Another crucial advantage was enforcing service-area boundaries automatically. Eligible residents continue to enjoy uninterrupted service, while patrons who have moved outside Arlington’s jurisdiction are reclassified to the proper patron type.

This allows the library to extend open access to those who are eligible while ensuring that those outside the service area either transition to non-resident memberships or pay the appropriate fees. The system strikes a balance between inclusivity and responsible resource management.

Why It Matters and What Other Libraries Can Learn

For Arlington, the implementation of Automated Borrower Renewal was about more than just efficiency. It combined measurable staff savings with a tangible improvement in patron satisfaction. Patrons appreciated that barriers were removed, while staff reclaimed time and avoided conflict.

The library also safeguarded its resources by ensuring proper service-area enforcement without placing an extra burden on patrons. Many libraries around the country are facing the problem of out-of-area residents registering with addresses inside the service area, creating new illegitimate records that sap resources from area taxpayers and library users. While Arlington, like many libraries, offers an out-of-area membership, this reinforces that setup.

Efficiency, accuracy, patron satisfaction, and sustainability all converged in a single system that ran invisibly in the background.
